Summary

The Chief Clinical Officer will coordinate, facilitate, develop, implement and make recommendations on the quality and clinical aspects of the Brooklyn Health Information Exchange (BHIX), including performance measurement and evaluation programs, public reporting, population health and quality improvement activities.

Primary Responsibilities

  • Act as an educational and clinical consultant and liaison to BHIX members and participants as well as internal BHIX staff and vendors to ensure BHIX implementations and projects are optimized based on clinical priorites.
  • Coordinate and facilitate BHIX Clinical Committee. Includes coordination, convening, facilitation, preparation of agenda/minutes, consensus management and communication.
  • Participate in the state’s collaboration process, including working with state resources and committees.
  • Coordinate BHIX participation in state evaluation process and other assessment activities. Includes working with state resources, academia, BHIX members and participants, and other provider organizations across New York, to formulate and perform research and other assessment of health information exchange efforts and impact.
  • Project management activities including project planning (e.g. HEAL5 Category 1, HEAL5 Category 2), workplan/milestone development, status reporting, risk management planning, issue tracking and communications.
  • Develop and prioritize quality and clinical requirements supporting BHIX use cases, including care management program activities (e.g. screeing/identification of patient candidates, development of comprehensive care plans, monitoring/evaluation of patient progress).
  • Identify and reach consensus on key clinical data elements to be collected and exchanged (minimum data set) within and across health care organizations.
  • Define criteria (such as applicability, feasibility and impact) to prioritize key process flows and recommend and oversee implementation of clinical process redesign and care management activities.
  • Develop plans and strategies for future clinical priorities and for gaining clinician acceptance and ongoing use of BHIX services, including provider incentives and work with clinician champions.
  • Develop and oversee implementation of training materials for clinical users of BHIX.
  • Assess and recommend performance measures for pay-for-performance, public reporting and other quality improvement initiatives.
  • Develop standardized and precise data collection and reporting capabilities for agreed upon measures and drive consistency with vendors for uniform measurement and reporting.
  • Identify key measures and data related to public health.
  • Monitor health information technology and health information exchange research to inform the project.
  • Work with BHIX vendors to define quality, clinical and clinical informatics requirements. Validate that vendor implementation adequately meets requirements.

Additional Responsibilities

  • Coordinate with other BHIX staff and BHIX committees.
  • Assist Director of Membership and Outreach in recruiting and on-boarding new BHIX members and participants.

Knowledge and Skill Requirements

  • Advanced degree in Medicine, Nursing, Health Care or related field.
  • 7 to 10 years of clinical operations experience with 5+ years of clinical informatics experience that includes leadership.
  • Experience with care management, care coordination and case management.
  • Strong project management experience. Ability to motivate teams comprised of clinical resources from multiple organizations and types of organizations to produce quality deliverables within tight timeframes. Ability to take large-scale initiative and break down into manageable tasks.
  • Strong leadership and facilitating skills. Professional written and verbal communication and interpersonal skills.
  • Experience in working with clinical software vendors and/or clinical data repositories.
  • Ability and willingness to work a flexible schedule.
